ELIGIBILITY:
Career Service (Professional)/ Second Level Eligibility
1. Administers the Division, reviews and approves documents relative to disbursements and collections of funds by complying with banking, accounting and auditing rules and regulations to ensure efficient and effective public financial management;
2. Recommends policies and guidelines to strengthen and improve the Division;
3. Exercises and implements the Cash Management Control in accordance with the guidelines of the Commission on Audit (COA) and other concerned national agencies;
4. Monitors the cash collections of the Office, and ensures that these will be deposited and properly handled as mandated by the COA;
5. Monitors accountable forms, including official receipts, checks and other forms, and ensures that it will be reflected to the financial reports of the Division;
6. Supervises the issuances of checks, and ensures the legality and attachments thereto;
7. Signs checks, check advice and other important documents pertaining to the disbursement of funds;
8. Ensures checking balance of Treasury Accountability Reports versus Bank Reconciliation;
9. Monitors the timely submission of Treasury Accountability Reports to the COA and other national concerned agencies;
10. Monitors and ensures that accountable personnel will be bonded in accordance to the guidelines of the Bureau of Treasury; and
11. Performs other related functions, if necessary.
